Because of the nature of the second session of the Human Rights Council, and because the Council is still debating on its operational procedures, there will be no Omnibus Resolution on the rights of the Child adopted at this session. In addition, Council members and child rights NGOs are still in the process of considering new formats for the promotion of child rights at the HRC. Instead of the traditional Resolution, the Council will adopt a Declaration on the rights of the child, sponsored by GRULAC, the group of States from Latin America and the Carribbean, and the EU. Concerned NGOs were also given the opportunity to contribute to the text of the Declaration by participating in informal consultations.
