Children's Ombudsperson

The Human Rights Office (HRO) was established by a Cabinet decision in 2007 under the broader remit of the Office of the Ombudsman (http://www.ombudsman.gov.ck/), but is not explicitly mandated to monitor the progress in fulfilling children's rights under the Convention on the Rights of the Child. The HRO is not empowered to receive or address complaints from children and was not active as of the 2012 Concluding Observations of the Committee on the Rights of the Child. The Committee has urged the State to take the necessary measures to bring the HRO into conformity with the Paris Principles and to establish a clear mandate under the mechanism with regards to the Convention.
