dilemmas facing friends, neighbours,
relatives, teachers and others who are
worried about a child. It highlights
both the nature of their concerns and
their experiences of the child
protection system. It also draws out
important lessons for policy-makers,
managers, practitioners and any adults
who are concerned about children's
safety.
