Children's Ombudspersons A focal point was established in 2011 within the Office of the Human Rights Defender, established under the Law on the Human Rights Defender, tasked with monitoring, protecting and promoting children's rights. During its 2013 Concluding Observations, however, the Committee on the Rights of the Child expressed concern that the office lacked capacity and resources to effectively carry out its mandate. The Committee also expressed concern that the public, children in particular, did not seem to be aware of existence of an individual complaints mechanism within the Human Rights Defender's office.
