Children's Ombudsperson

In 2001, Algeria officially inaugurated the National Advisory Commission for the Promotion and Protection of Human Rights, tasked with monitoring and evaluation functions in addition to investigating breaches of human rights.  The Committee on the Rights of the Child, however, has persistently raised concerns with the Commission and the absence an independent, child-sensitive monitoring structure with a clear mandate to receive individual complaints alleging violations of child rights. In reiterating this concern in its 2012 Concluding Observations, the Committee noted that the National Advisory Commission is not in conformity with the Paris Principles, particularly with regards to its lack of independence, and urged the State to establish a specialised body on child rights, either as part of the national human rights mechanism or as a separate ombudsperson for children.
