UPR: State delegations to meet NGOs in Geneva ahead of 13th session

Summary: UPR Info will be hosting meetings between civil society and States to discuss the human rights situation of States set for review at the 13th session of the Universal Periodic Review (UPR).

UPR Info, an NGO dedicated to raising awareness and providing capacity-building tools to the different actors of the UPR process, is inviting civil society to attend pre-session meetings in Geneva between civil society and States delegations.

The meetings, which will take place between 29 March and 4 April, will include discussions on the human rights situation of the 14 States due to be reviewed at the 13th session of the UPR.

States under review

This 13th session will be held from 21st May to 4th June and will include the following States:

Netherlands   Algeria    Philippines    Poland

Opportunity for NGOs

CRIN's 2010 "Status of Children's Rights in the UPR" report, which included the findings of a survey of organisations who had engaged with the mechanism, highlighted the lack of consultation taking place between States and civil society throughout the UPR process. This initiative provides an opportunity to engage with States in the key period prior to the review.

How will the meetings work?

With the purpose of saving time and resources to civil society organisations (CSOs) and to enable them to meet several delegations from all regions at once, these meetings will offer CSOs the opportunity to brief diplomats from Permanent missions in Geneva about the human rights situation in their country.

UPR Info have received positive support from Permanent Missions regarding those pre-sessions which will enable CSOs to extend their impact.There will be one meeting per State under Review lasting one hour. The National human rights institution and Non-governmental organizations (NGOs) will be given the floor one after another to share potential questions and recommendations for the Review. If time allows, delegations will have the possibility to ask questions at the end. All permanent missions will be invited, including the State under Review. Please note that these meetings are public.

UPR Info has funds to invite one NGO from each of the following countries under Review: Algeria, Bahrain, Brazil, Ecuador, India, Indonesia, Morocco, Philippines, Poland, South Africa and Tunisia. To learn more about this and benefit from it, please respond to this email as soon as possible.

Schedule of pre-session meetings

The pre-sessions will take place in Geneva at 1 rue Varembé, ground floor, from 29 March to 4 April and will be organised as such:

Thursday 29 March:
- 10am-11am: Bahrain
- 11am-12pm: Tunisia
- 12pm-1pm: Morocco

Friday 30 March:
- 10am-11am: Ecuador
- 11am-12pm: Indonesia
- 12pm-1pm: India

Monday 2 April:
- 10am-11am: United Kingdom
- 11am-12pm: Finland
- 12pm-1pm: Brazil

Tuesday 3 April:
- 10am-11am: Philippines
- 11am-12pm: Algeria
- 12pm-1pm: Poland

Wednesday 4 April:
- 10am-11am: the Netherlands
- 11am-12pm: South Africa

The dates selected for each pre-session are not yet definitive and could be moved to better suit CSOs. In order to schedule each pre-session, CSOs interested in participating and taking the floor are encouraged to contact UPR Info as soon as possible.
