PARAGUAY: Torture of a Young Man Filmed in a Police Station

[15 October 2010] - Deputy officer of the Paraguayan national police force, Osvaldo Navarro Díaz, was captured on film torturing a young man in an underground basement. It took place in a prison in Bañado Sur de Asunción .

The video shows the uniformed officer beating a young man, who is handcuffed to the ground.

Díaz remains under arrest and two other officers are being investigated under charges of collaboration in the crime.

According to the head of the Human Rights department of the Ministry of the Interior, the incident took place approximately four months ago.    

The minister for the interior, Rafael Filizzola, warned that the torture wouldn’t be tolerated and ordered an investigation. He also reaffirmed the government’s commitment to protecting human rights.

The National Secretariat for Children and Young People confirmed that the young man had been taken into safety at the Centre for Child Protection.

The Co-ordinator for Infant and Adolescent Human Rights has demanded that the government punishes those involved in this crime.
