Made up of a series of volcanic islands in the Pacific Ocean, Samoa was initially governed by New Zealand until the Samoans voted for independence in 1961 (becoming the first Pacific island to do so). The economy revolves around fishing and agriculture, which is vulnerable to cyclones and disease.Although the governing Human Rights Protection Party has been the dominant party in the country since 1982, the country still suffers from an inadequate juvenile justice system.
