Déclaration à la dernière session de la Commission des droits de l’homme par 269 organisations non-gouvernementales

Cette déclaration est faite au nom de 269 organisations non-gouvernementales. Elle n’est pas faite au nom de toutes les organisations non-gouvernementales, car personne n’a autorité pour le faire.

Durant les 60 ans d’existence de la Commission des droits de l’homme, les organisations non-gouvernementales ont joué, selon les mots de l’Assemblée générale des Nations Unies, « un rôle important aux niveaux national, régional et international, dans la promotion et la protection des droits de l’homme ». Malheureusement, l’accord concernant leur participation à la session finale de la Commission, pour une seule déclaration, ne permet pas à ce rôle important d’y être reflété. Les organisations non-gouvernementales sont diverses, reflétant la variété et la multiplicité des expériences humaines. Elles ont apporté à la Commission la voix des sans-voix et des victimes des violations à travers le monde. Cette diversité et ces voix ne peuvent être réduites à une seule déclaration. Avec déception et une sensation d’absence, nous notons qu’elles manquent à la session finale de la Commission.

C’est pourquoi nous avons décidé de ne pas faire de déclaration non-gouvernementale unique sur le bilan du travail de la Commission. Nous ne pouvons accepter qu’il s’agisse d’une façon approppriée de procéder, tant maintenant qu’à l’avenir, et nous prions fermement les Etats de le reconnaître.

Nous considérons positivement la création du Conseil des droits de l’homme. Nous rappelons à tous les Etats les termes de la récente résolution de l’Assemblée générale, qui engage le Conseil des droits de l’homme à « assurer la contribution la plus efficace » des organisations non-gouvernementales à ses travaux « sur la base des accords…et pratiques observés par la Commission ».

Monsieur le Président, 

Nous avons décidé de terminer cette déclaration en invitant tous ici présents aujourd'hui à se lever et se joindre à nous pour observer une minute de silence pour ceux qui ont été victimes de violations de droits de l'homme au cours de l'existence de cette Commission, afin de marquer sa clôture avec dignité. Je viens d'être informé que vous-même souhaitez mener cette Commission à observer une minute de silence en hommage aux victimes avant de clore le travail de la Commission. Bien que je n'ai pas eu l'occasion de consulter les autres signataires de cette déclaration, je m'incline devant votre décision, Monsieur le Président, de nous mener tous vers une fin digne de la Commission.
