http://www.welcometo.kiev.ua/pls/ili/docs/a_law_eng/E2623-IV.html (Summary) The Law of Ukraine On the Fundamentals of Social Protection of the Homeless Citizens and Gutter Children Date of Entry into Force: The Law determines general principles for the social protection of the homeless citizens and gutter children. While solving issues regarding social protection of the homeless citizens and gutter children the norms of international law and rules set by the international agreements of Ukraine that have been approved as obligatory by the Verkhovna Rada of Ukraine shall apply. The Law applies to the citizens of Ukraine and stateless persons who permanently and legally resided and after the loss of the right to living quarters reside on the territory of Ukraine. The record of the homeless citizens shall be kept according to their prevailing location on the basis of personal application or their revelation. The record of the gutter children shall be kept according to the Laws of Ukraine ‘On Bodies and Services on Affairs of Minors and Special Establishments for Minors’ and ‘On Ensuring Organizational Legal Conditions for the Social Protection of Orphan Children and Children Deprived of Parental Care’. The record of the homeless citizens according to their prevailing location shall be kept by the respective specialized institutions set up by the bodies of local self-government and local bodies of executive power. Activity of such institutions is regulated by the provisions approved by the Cabinet of Ministers of Ukraine. The record of the gutter children is kept by the services on affairs of minors of the local bodies of executive power and bodies of local self-government. The prevailing location of the homeless citizens shall be registered according to the legal address of the specialized institution which keeps record of the homeless citizens, or other institutions for this category of persons. During registration the homeless citizens the get certificate of a set pattern. With the purpose of preventing homelessness and gutter children in Ukraine educational and instructive measures are held within the frameworks of respective programs. They inform the population as regards to the legislation norms on acquisition, alienation, drawing and state registration of the rights to living quarters and land plots. Prevention of homelessness among the persons released from institutions for the execution of punishments shall be performed according to the Law of Ukraine “On Social Adaptation of the Persons who Served Punishment in the Form of Restriction of Liberty or Deprivation of Liberty for a Definite Term”. The social protection institutions for the homeless citizens are: night-stay house; The social protection institutions for the gutter children are as follows: asylum for minors of the service on affairs of minors; Measures aimed at the social protection of the homeless citizens and gutter children are financed at the expense of money of the state and local budgets. Additional financing is performed by attracting charity money.
