Children and violence in juvenile justice: the current situation, prevention and response mechanisms - the Latin American experience

The objective of the congress is to advance the concrete implementation of monitoring and response mechanisms for violence against children involved in justice systems in Latin America, engaging cross-sector stakeholders from the Latin American region and the international scene. In particular: 

  • Promote and discuss the Joint report of the Office of the High Commissioner for Human Rights, the UN Office on Drugs and Crime and the Special Representative of the Secretary-General on Violence against Children on prevention of and responses to violence against children within the juvenile justice system (A/HRC/21/25) regarding monitoring and response mechanisms to stop violence against children involved in juvenile justice (strategies and recommendations);
  • Analyse good practices and consider improvements of monitoring and response mechanisms of children victims of violence in juvenile justice;
  • Accentuate the crucial role of the State: drafting laws and policies to prevent and assist children in the justice system being subject to violence;
  • Consider the current trend to lower the minimum age of criminal responsibility and international human rights standards aimed to protect children deprived of their liberty. 
The event will consist in a conference (day I and II) dedicated to discussing reports and documents on the topic of violence and juvenile justice [Joint report of the Office of the High Commissioner for Human Rights, the United Nations Office on Drugs and Crime and the Special Representative of the Secretary-General on Violence against Children on prevention of and responses to violence against children within the juvenile justice system (A/HRC/21/25); Report of the High Commissioner for Human Rights on the protection of human rights of juveniles deprived of their liberty (A/HRC/21/26)]; a workshop will then take place (day III), wherein the participants may discuss and analyse the issues raised during the conference, with the aim of elaborating a final document containing practical guidance to support concrete implementation of monitoring and response mechanisms.
