The objective of the congress is to advance the concrete implementation of monitoring and response mechanisms for violence against children involved in justice systems in Latin America, engaging cross-sector stakeholders from the Latin American region and the international scene. In particular:
- Promote and discuss the Joint report of the Office of the High Commissioner for Human Rights, the UN Office on Drugs and Crime and the Special Representative of the Secretary-General on Violence against Children on prevention of and responses to violence against children within the juvenile justice system (A/HRC/21/25) regarding monitoring and response mechanisms to stop violence against children involved in juvenile justice (strategies and recommendations);
- Analyse good practices and consider improvements of monitoring and response mechanisms of children victims of violence in juvenile justice;
- Accentuate the crucial role of the State: drafting laws and policies to prevent and assist children in the justice system being subject to violence;
- Consider the current trend to lower the minimum age of criminal responsibility and international human rights standards aimed to protect children deprived of their liberty.
The event will consist in a conference (day I and II) dedicated to discussing reports and documents on the topic of violence and juvenile justice [Joint report of the Office of the High Commissioner for Human Rights, the United Nations Office on Drugs and Crime and the Special Representative of the Secretary-General on Violence against Children on prevention of and responses to violence against children within the juvenile justice system (A/HRC/21/25); Report of the High Commissioner for Human Rights on the protection of human rights of juveniles deprived of their liberty (A/HRC/21/26)]; a workshop will then take place (day III), wherein the participants may discuss and analyse the issues raised during the conference, with the aim of elaborating a final document containing practical guidance to support concrete implementation of monitoring and response mechanisms.
