Summary: Outlines recommendations on the
theme of non-discrimination access
to basic services for indigenous
children. Approaches which address
the challenges of non-discrimination:
should be a) rights-based (i.e. all
rights are universal), b) indivisible
(i.e. they may not be prioritized), c)
interdependent. Health, education
and protection should be integrated
together.
