Recommendations For Day of Discussion on "Children of Encarcerated Parents" Whenever possible, public telephones should be available for incarcerated parents to be able to maintain regular contact with their children. Whenever possible, contact visits should be encouraged between children and their parents, while guaranteeing the physical and emotional integrity of the children upon entrance to the prison.
