The report contains general information about the commercial
sexual exploitation of children in all its forms: prostitution,
pornography and trafficking, as well as children in armed conflict,
gender issues, extraterritorial jurisdiction, and a profile of the
exploiters. It continues with country reports on the
implementation of the Stockholm Congress and lessons learned
(highlighting various initiatives by governments, industry and
NGOs). Appendix I is a model national plan intended to guide a
state's development of their own plan as part of their
commitment to implement the Agenda for Action. It would be
useful to governments or as a lobbying tool for NGOs.
