"This report sets out the interim findings of a major research
project funded by the Department of Health on implementation of
Children Act 1989, in Particular the Guidance and Regulations on
planning and reviewing the care of children looked after by local
authorities
Following a summary of earlier research , it presents the findings of
a national survey and an evaluation of policies and procedures, which
has been produced by local authorities to comply with the
regulations. It also reports on the experiences of implementation, as
discussed by practitioners at two national conferences, and relates
the task of planning and reviewing to the Looking after children
material relaunched by the Department of Health in May 1995
The report initiates a discussion on the relationship between
regulations , procedures and social work practice , with a particular
emphasis on the involvement of children and families within a multi-
agency approach. A second research report on the practice of planning
will be published in 1996"
