Preliminary non-Paper from the HRC Secretariat on some issues relating to working arrangements of the HRC throughout the year. Please note that this paper aims at contributing to the on-going discussion on working methods, programme of work, rules of procedures and other issues from a purely technical point of view. It is also to be considered as a work in progress which will be updated, as appropriate, in future circumstances.
