is an attempt to examine what resources government is
allocating to
programmes that benefit children, and whether these
programmes
adequately reflect the needs of children. In 1990 the United
Nations
convened a Summit for Children to address the deteriorating
state of
children world-wide. This book supports these efforts to make
real
improvements to the lives of children in South Africa. It is an
innovative study that examines the link between government
commitments towards children, and what the government is
spending on
programmes that target children.
