The Foundations summary of the report
"There is a widespread concern that govenment structures in the
UK are failing children. This report, the result of a wide-ranging
inquiry in the UK and internationally , proposes ways of ensuring
that central government is more responsive to the needs and
rights fo children.
The 170-page report first outlines the aims of effective
government for children and justifies the case for special
structures for children. It goes on to discuss what central
government should be doing for children, and to make detailed
proposals for alternative structures, both in Whitehall and within
Northern Ireland, Scotland and Wales. In addition , it promotes
the case for new parliamentary structures , and for an
independent Office of Children's Rights.
The report is not about the contents of policies for children. It is
about the structures required to ensure that the process of
govenment meets the needs of children"`
