United Nations Coordination Panel on Juvenile Justice launches it's
publication Protecting the rights of children in conflict with the law -
Programme and Advocacy Experiences from Member Organisations of the
Inter-Agency Coordination Panel on Juvenile Justice, at an ancillary meeting
of the 11th United Nations Congress on Crime Prevention and Criminal
Justice

The United Nations Inter-Agency Coordination Panel on Juvenile Justice,
established by a 1997 Resolution of the Economic and Social Council, aims
to coordinate work of international organizations engaged with national
authorities in juvenile justice reform. The work of the Panel is guided by
the relevant provisions of the Convention on the Rights of the Child, and
existing international standards on the administration of juvenile justice.
The objective of this body is to enhance country and global coordination in
juvenile justice by:
1. Identifying panel member organisations working at country level and
their activities.
2. Encouraging our respective field offices to work together towards a
common approach at country level.
3. Promoting on-going dialogue with national partners in juvenile justice
reform
4. Identifying, developing and disseminating common tools and good
practices
5. Bringing protection of the rights of children in conflict with the law onto
agenda of international community.

At an ancillary meeting of the 11th United Nations Congress on Crime
Prevention and Criminal Justice (see
http://www.unodc.org/unodc/en/crime_congress_11/index.html) the Panel
launched its’ publication of best practices in the provision of technical
assistance to countries in the area of juvenile justice.

At the meeting presentations were made by Save the Children UK and
FREELAVA on Community-Based Prevention and Diversion Program for
Children in Conflict with the Law in the Philippines; by UNICEF on Internal
Guidelines for Divisions involved in Juvenile Justice Reform and the Study
on the Age of Discernment of Out-of-School Children projects in the
Philippines, by PRI-Malawi on Paralegal Advisory Services, by DCI on the
HALT Programme in the Netherlands and by UNODC on Urban Crime
Prevention in Dakar, Senegal.
A general discussion on juvenile justice as well as proposals of future
action in this area then took place.
