NORTH KOREA: New UN Commission of Inquiry calls for civil society input

Summary: The Commission of Inquiry on North Korea invites individuals, groups and organizations to submit information and documentation on the situation of human rights in the country.

Background

The Human Rights Council established the Commission of Inquiry on North Korea in March 2013 to look into “systematic, widespread and grave violations of human rights”. These include alleged violations relating to the right to food; as well as those associated with prison camps, torture, arbitrary detention, discrimination, freedom of expression, the right to life, and freedom of movement; it will also look into enforced disappearances, including the abduction of nationals of other states.

It is the first such in-depth inquiry to be created by the United Nations to investigate the situation in North Korea.

How you can contribute

The Commission will present a full written report with its findings and recommendations to the Human Rights Council in March 2014. It is seeking input from individuals, groups and organizations to submit information and documentation on the situation of human rights in the country/

Submissions should be sent in a written form and must include the contact details for the author(s) of the submission.The Commission of Inquiry will receive submissions until 3 November 2013, midnight Geneva time.

Authors should specify if the submissions - or parts of them - should be treated confidentially by the Commission of Inquiry.

Due to resources and time constraints, the Commission of Inquiry will accept information and documentation in English only. Information in Korean and Japanese not exceeding more than five (5) pages will also be accepted when submitting parties do not have the capacity to provide an English translation.
