Kenya: Expand Mandate - NGO CRC Committee Urged

Expand Mandate - NGO CRC Committee Urged

Seventeen members of the NGO CRC Committee representing 13 Children
Agencies, met at Silver Springs Hotel Nairobi on 15th March 2005 for a
Consultative meeting that was aimed at re-defining the role of the
Committee and map a way forward for the committees activities.

During the meeting, Mr. Timothy Ekesa, the Executive Director of KAACR,
shared the background of the Committee with participants. He said the
committee came into being out of the global need to establish National
Child Rights Coalitions. Over the years, there has been growing movement
to support children's rights as articulated in the CRC. Within this
movement are a variety of networks, groups and organizations that
embrace the Convention's vision of children's rights.

Some of the issues addressed by coalitions include the implementation of
the CRC, the reporting process of the CRC, influencing government policy
and promoting child participation. The NGO CRC Committee was originally
formed to oversee the 1st CRC Reporting.

Mr. Mathenge Munene, the Country Director of Save the Children Canada
shared with participants experiences in the CRC Reporting in Kenya. While
comparing the first and second reporting, Mr. Munene said that the second
reporting was keen on the participation of children. He lauded the role
played by NGOs who contributed funds towards the process. He also
emphasized the need to expand the mandate of the committee to address
other issues such as the policy influence, enhancing child participation and
engaging in regional issues that have an impact on children e.g. NEPAD.

The meeting reviewed the TOR and a new name of the Committee. It was
agreed that a bigger forum of NGOs be organized to agree on the TOR.
