INTER-AMERICAN COMMISSION: Consultation on reforms to Rules of Procedure

The Inter-American Commission on Human Rights is consulting civil society organisations and other experts on proposed reforms to its Rules of Procedure. The reforms are being considered largely as a result of a growing use of the Inter-American System for the protection of human rights and in response to proposals by Member States and civil society representatives to strengthen the system to deal with the new realities in the region.

The IACHR has prepared draft reforms to its rules regarding, among other matters, the mechanism for requests for precautionary measures and their follow up, the procedure for the processing of petitions and cases and their archiving, and the holding of hearings. The Commission has decided to make public the draft text it will consider during its next sessions.

The Commission invites civil society organisations and other experts to submit observations so that it may take their views into account during the final stage of review and approval of the proposed changes. A similar invitation has been extended to the Member States of the Organisation of American States. Observations may be presented until May 31, 2009.

In the near future another consultation will be conducted on IACHR Rules changes pertaining to the consideration of cases by the Inter-American Court. The Commission is currently engaged in an ongoing dialogue with the Inter-American Court regarding such changes.
