Hearings at the 126th session of the Inter-American Commission on Human Rights

The Inter-American Commission on Human Rights (IACHR) is holding its 126th regular session from 16 – 27 October 2006 at the Organization of the American States (OAS) based in Washington, D.C, United States.

Some of the hearings for this session were requested by States, but most were requested by petitioners. The Commission will hold thematic hearings on the general situation of human rights in the region, and others which will look at the admissibility, basis, settlement and follow-up of cases and petitions which are being processed at the IACHR.

The following hearings will be held on child rights:

24 October 2006, 12.30
The situation of the rights of children in Uruguay

20 October, 12.15 pm
The situation of children who live in secure houses in Jamaica

19 October 2006, 17.00 pm
Thematic hearing on the situation of teenagers in the midst of violence in Guatemala.

24 October 2006, 9.45 am
The case of the Contreras brothers, three children who "disappeared" during the war in El Salvador.

3:30 - 5:30 pm – Inter-State petition No. 1/06 – Nicaragua vs. Costa Rica: The State of Nicaragua is sueing Costa Rica for alleged discrimination against Nicaraguan residents in Costa Rica.

Thursday, 19 October 2006
9:00 - 10:00 am – Petition by the Asociación de Ex Servidores del Instituto Peruano de Seguridad Social which alleges that the reform of the pension system in Peru contravenes their economic rights.

10:00 - 11:00 am – The case of Jorge Mufarech Nemy who alleges that he was not allowed to register as a candidate in the elections of Peru because of alleged ‘political persecution’.

11:15 - 12:15 pm – Follow-up to the Recommendations of the Truth and Reconciliation Commission of Peru.

12:15 - 1.15 pm – National Human Rights Plan of Peru, on the agreement of the IACHR to provide technical assistance to the State of Peru.

3:00 - 4:00 pm – Case of people affected by HIV and AIDS in Guatemala

4:00 - 4:45 pm – Establishment of a National Commission to Find Disappeared Persons in Guatemala.

5:00 - 5:45 pm – Situation of teenagers in the context of violence in Guatemala

5:45 - 6:45 pm – General situation of the human rights of indigenous women in the Americas (Argentina, Colombia, Canada y Mexico).

9:00 - 10:30 am – General human rights situation in Venezuela (requested by the State)

10:45 - 11:30 am – Situation of the right to freedom of expression in Venezuela.

11:30 - 12:15 pm – General situation of institutional guarantees in Venezuela.

12:30 - 1:15 pm – Situation of human rights defenders in Venezuela.

3:00 - 4:00 pm – “Castelinho” case, in which the petitioners claim that twelve members of the First Command of the Capital were executed in an ambush on 5 March 2002.

4:15 - 5:15 pm – Forced labour in Brazil

5:15 - 6:15 pm – Case of a firework factory explosition in Bahía, Brazil, in which 64 employees died.

Friday, 20 October 2006
9:00 - 10:00 am – Case of “María Salvador Chiriboga and others”, in which the petitioners claim that their right to property was violated by the expropriation of their land in Quito, Ecuador (requested by the State).

10:15 - 11:15 am – Case of “Jorge E. Herrera Espinoza and others”, on the alleged arbitrary detention and torture of four foreigners in an anti-narcotics police operation in Ecuador.

11:15 - 12:15 am – Case of Hossein Alikhani, who claims to have been arrested illegally in 1992 by undercover agents of the United States.

12:15 - 1:00 pm – Situation of children living in secure homes in Jamaica.

10:00 - 10:45 am – General human rights situation in Oaxaca, Mexico.

11:00 - 11:45 am – Presentation of the Office of the Special Prosecutor for Past Social and Political Movements, Mexico.

12:00 - 1:00 pm – Los peticionarios alegan que las políticas agrarias en Chiapas, México, tuvieron un impacto negativo sobre grupos indígenas y campesinos.

3:00 - 4:00 pm – Petition of “Braulio Paredes Núñez”, in which the family of a teenager murdered in Mexico is claiming that there were irregularities in the investigation.

4:15 - 5:15 pm – Case of two ecologists, Teodoro Cabrera García y Rodolfo Montiel Flores, who claim to have been detained and tortured in Mexico.

5:30 - 6:30 pm – Situation of violence against women in the Dominican Republic.

9:00 - 9:45 am – Implementation of the IACHR’s recommendations in Andean countries.

10:00 - 11:00 am – Hearing which forms part of the IACHR’s monitoring of the demobilisation process of paramilitary groups in Colombia.

11:15 - 12:15 am – Extrajudicial executions and the politics of democratic security in Colombia.

12:30 - 1:15 pm – Human rights situation of indigenous people in Cauca, Colombia.

3:00 - 4:00 pm – Petition on the murder of a community leader, Orlando Valencia, in Colombia, whose case was granted provisional measures by the Inter-American Court of Human Rights.

4:15 - 5:15 pm – Case in which petitioners allege the mass murder of members of the political party “Unión Patriótica”.

5:30 - 6:30 pm – Case in which the petitioners acuse the Colombian army of the detention, torture and extrajudicial execution of Omar Zúñiga Vásquez.

Tuesday, 24 October 2006
9:00 - 9:45 am – General human rights situation in Chile.

9:45 - 11:15 am – “Hermanos Contreras” case of three children who disappeared during the war in El Salvador.

11:30 - 12:30 pm – “Hermanos Peirano Basso” case in which the petitioners, owners of a bank in Uruguay, claim that due process was contravened

12:30 - 1:15 pm – Child rights situation in Uruguay.

3:00 - 3:30 pm – “Rodolfo Correa Belisle” case in which the petitioner and the Argentinian government are taking forward an out-of-court settlement (requested by the State and petitioners).

3:45 - 4:45 pm – Case of the attack against the Asociación Mutual Israelita Argentina (AMIA) in 1994 in Argentina. (Requested by the State and petitioners).

4:45 - 5:30 pm – Situation of women in prison Argentina, Bolivia, Chile, Paraguay and Uruguay.

9:00 - 10:00 am – Case in which the petitioner, Gran Jefe Michael Mitchell of the Mohawk nation, acuses the State of Canada of violating the right to culture.

10:15 - 11:00 am – Human rights situation of inhabitants on border between Ecuador and Colombia, in which the petitioners (organisations from both countries) will inform the Commission on the impact of armed conflict and fumigation of illegal crops in the border area.

11:00 - 11:45 am – General human rights situation in Cuba.

12:00 - 12:45 pm – General human rights situation in Haiti.

3:00 - 3:45 pm – Women’s rights situation in Haiti.

4:00 - 4:45 pm – Women’s rights in the Americas and legal trends.
