Consultancy to assist in the development of a set of tools to monitor the implementation of the Guidelines for the Alternative Care of Children

Summary: The overall goal of this consultancy will be to facilitate an interagency process and support the development of a set of tools to monitoring and track the implementation of the Guidelines for the Alternative Care for Children.

The UN welcomed the Guidelines for the Alternative Care of Children in 2009 to promote, facilitate and guide the progressive implementation of the Convention on the Rights of the Child (CRC) for children at risk of being separated from their family or without family care. 

The Guidelines complement the CRC and, as such are not ratified. In the absence of a formal/mandated monitoring and reporting process, there is a critical need to systematically monitor their implementation at the country level. The gap in monitoring means it is difficult to hold countries accountable for implementation or observance of the Guidelines and to ensure that the results of monitoring are systematically included in reporting on the CRC or other mechanisms. Effective monitoring of the use of the Guidelines will allow for the identification of both progress and gaps in policy and practice that can inform improvements in services and support evidence-based advocacy. 

Overall Objectives and Activities of the Project:

The overall goal of this consultancy will be to facilitate an interagency process and support the development of a set of tools to monitoring and track the implementation of the Guidelines for the Alternative Care for Children. This inter-agency initiative will be conducted in close collaboration with the Children Without Appropriate Parental Care Working Group in New York and Geneva. It will be co- facilitated by the Better Care Network and Save the Children UK over a 10 month period. 

Both individuals and institutions are encouraged to apply.

Key Deliverables:

  • Summary and presentation of existing methodologies and recommendations for potential methodology tool.
  • Participate in two meetings: first with the Core Group (set for mid-January) and then with the broader Expert group.
  • Final version of proposed methodology and tool or set of qualitative tools going forward.
  • Inform specifications for the online database to compile country and regional results. 

Timeframe: 35 days over a 6 months period.
