AFRICAN COMMITTEE: Evaluation [call for information]

An independent evaluation is underway of the work of the African Committee on the Rights and Welfare of the Child. The evaluation, which was commissioned by the Department of Social Affairs of the African Union with support from UNICEF, will assess the mandate, functions, procedures and systems of the Committee, and propose a new draft Plan of Action to guide the work of the Committee for the next five years.

The purpose of the evaluation is:

• To determine the strengths and limitations of the Committee in carrying out its mandate and provide recommendations to address gaps.
• To develop a Plan of action to guide functions of the Committee within the next five years.

The evaluation will:

• Assess the suitability of the composition, selection criteria of Committee members and working procedures;
• Assess the adequacy of Committee funds to fulfil its mandate;
• Evaluate progress made by the Committee of Experts in implementing the recommended actions and activities set out in the Plan of Action (2005-2009);
• Establish constraints faced by the Committee of Experts in implementing successive Plan of Actions (PoA) particularly the PoA 2005-2009;
• Make recommendations and propose actions/activities to develop a comprehensive Plan of Action for 2010-2014.

The Committee is responsible for monitoring the implementation of the African Charter on the Rights and Welfare of the Child. Article 42 of the Charter outlines the mandate of the Committee, providing the basis for the Committee's Plan of Action.

The Plan of Action (2005-09) set out the Committee's objectives and outlined its activities within the limits of both its mandate and expected available resources.

Given the existing technical and financial challenges faced by the Committee in carrying out its mandate, this evaluation aims to determine progress so far and provide guidance for future action.

The success of this exercise will to a large extent depend on inputs from stakeholders.
