Report of the session by the Subgroup on the Human Rights Council

Next meetings on 7th and 8th September will also include the review of mechanisms and the Secretariat will have examples from other organisations’ review processes and possibly have a representative from NEPAD, ILO and others to talk about their experience.

The Moroccan Ambassador proposed that the Secretariat establishes a document for the September meetings, indicating points that have to this day gained consensus. To enable the Secretariat to complete this work in a timely manner, those permanent missions and other stakeholders who have not yet made their contributions on UPR and still wish to do so, are kindly invited to submit succinct and concrete proposals on UPR to the Secretariat in an electronic form to the following address: ekountouri-tapiero@ohchr.org, at their earliest convenience and no later than Friday 11 August 2006.

Length and Periodicity

  • 2hrs with a 3-6yr cycle depending on level of development (Pakistan on behalf of OIC, Philippines)
  • 3hrs with a 5yr cycle (Bhutan, Honduras, Cuba)
  • 3hrs with 3yr cycle (Canada, CH)
  • 3hrs with 6 yr cycle- HRC 3 weeks per year on UPR (Russia)
  • 4hrs, leaving the last hour for decision on cooperation programs if necessary (Peru)

Who should report to plenary: States or Experts?

  • Expert report followed by concerned State's comments and responses (Philippines wanted a couple months to response to expert report). (Peru, Philippines, Honduras, Canada)
  • State report (Algeria on behalf of African group, Pakistan on behalf of OIC-participation of member States only, Costa Rica, Nepal, CH-favors oral report).

UPR outcome document: Summary/status report, discussion, recommendation, resolution? In majority favored an adoption by consensus.

  • Peru proposed resolution which includes recommendations and conclusions of review.
  • Other favoured recommendations (Indonesia, Honduras, Mexico-proposed that States could draw a plan of implementation of the recommendations)
  • Discussion was supported by India
  • Summary/Status report by OIC-with recommendations, Philippines-annual, Nepal and Cuba
  • Costa Rica, Finland and CH said that it was too early to state their position on this matter.
