Call for abstracts and proposals

“CHILDHOOD, YOUTH AND FAMILIES IN THE DIGITAL ERA” is one
of the 18 workshops of the II World Congress of Citizen
Networks, Global CN 2001, that will take place in Buenos Aires,
Argentina, 5-7 December 2001. This workshop is been planned as
a possibility to analyse:

· Interrelationships between information and communication
technologies (ICT) and the defense of the rights of children and
the young

· The impacts of ICTs on personal relationships and family
ties.

· The networks of organizations and individuals (children,
youngsters and adults) working on these issues all over the
world.

Proposed methodology until we meet in Buenos Aires:

a- To invite members of children and youth organized groups,
members of community organizations, non-governmental
organizations, International Organisations and Cooperation
Agencies, researchers, government officials, project teams,
community telecenter managers, trainers, psychologists, family
therapists, pediatricians, sociologists, politicians and
businesspeople to submit proposals for the Workshop, that will
take place during this congress. These proposals may be in the
form of abstracts, videos, talks and any other innovative way to
clearly communicate and disseminate your activities.

b- To invite all those who, for different reasons, might not be
able to either attend or participate of this event and who might
have experiences, ideas and proposals to make to those
attending the congress, to send their material to the
coordinators. Selected materials will be displayed the Congress
web site, where we might exchange and discuss ideas.

c- This exchange of information and proposals previous to the
event will be the key to our success in Buenos Aires: it will enable
us to use the Workshop to define a strategy to strengthen the
networks who are working on family issues and on the defense
of the rights of children and the young by means of the
incorporation of the new technologies.

Some issues to encourage papers and proposals:

I- Identifying web sites built by organizations connected with the
social movement for the defense and promotion of the rights of
children and the young How developed are these sites? Are they
connected / articulated / linked between themselves? Can they
teach successful experiences? Do they make an impact on
standards of life of the younger generations? Can we make
progress in the construction of global networks for the defense
and promotion of rights?

II- The basic principles of the rights of childhood and youth state
that society must satisfy their needs and provide assistance for
the development of their personality, talent and abilities, and
that States must adopt measures to put these rights into effect.
How are we dealing with the young´s rights to have access to
information via the new technologies among the lower segments
of society? What experiences have been harvested in this field?
Is there any research showing the impact that access to ICT has
had on the development of the young?

III- Internet incorporation to projects and social programmes
involving children and the young has spread to different areas in
the world. Which experiences have been successfully developed?
What kind of organization and what levels of participation do the
children and young people have access to these experiences?
How do the other parties (non-governmental organizations,
government, etc.) get involved?

IV- New technologies and especially Internet have made a strong
impact on our present culture. Children, young people and
families who have access to them have witnessed the change of
some of their basic customs and values, both positively and
negatively. In this respect, the family becomes a privileged
observatory of the most comprehensive ongoing changes. How
are the real ways of family life related to the ways of social life?
How do social and family changes articulate? Does perception of
the family tie compromise perception of the social tie? Which are
the main changes that are taking place within the family at
present? How do the intrafamily relationship, bonds and power
alliances change?

V- The information that is available in the Internet is a powerful
tool for development of infinite human activities. What kind of
information, pertinent to facilitate or solve multiple questions that
crop up daily regarding family life, does the net offer? What kind
of institutions or social actors generate these contents? What
degree of development and articulation do they propose? Do
families consult the information offered in this regard? What
experiences of support to family issues have been successful?

VI- Press information, denounces against the violation of rights,
global demands, etc., find in the web quick channel of
broadcasting. Specialised agencies, reporter nets, key informant
net, etc. Which are the ways of information on childhood and
youth? What experiences have included children and young
people for the production of contents? How are we working on
the production of particular contents for children and young
people? How can the problem of children pornography be
faced?

VII- And some other issues…

GENERAL INFO:

Abstracts shall not exceed 400 words (about one page). They
shall include: the selected theme, title, author/s's name/s,
represented institution, address, telephone, e-mail and web
page. They will describe the activity to be performed or the
abstract for the conference paper to be delivered.

Arial 11, at 1,5 space, page size A4 should be used.

Abstracts should be e-mailed to propuestas@globalcn2001.org,
with copies to aronzengardt@tutopia.com, kenloh@avu.org, and
to marily@asaguier.com.ar, indicating the author's last name in
the title of the message.

Languages
Abstracts and papers may be written in any of the official
languages of the congress: Spanish, English and French. Plenary
sessions will have simultaneous translation to Spanish, English
and French. Workshops will have simultaneous translation to
Spanish and English.

Timetable
June 30: Deadline for receiving abstracts and proposals.
August 30: Communication to authors regarding the approval of
abstracts.
October 1: Deadline for submitting papers.

Community networks is a generic term used to define different
kinds of uses of the Internet and the information technologies
that transform our society. In some countries, they are called
differently, such as freenets, telecenters, or digital cities.
However, in all cases, community networks gather people willing
to use the new technologies for the renewal of their communities
in the digital era. They are more than just a simple web: They are
new forms of society. We can define community networks as a
way of using the new technologies by various local agents
(association, town, neighbourhood, indigenous community,
library, young people's association, women's movement, among
others) as well as national and even global agents for the
purpose of generating a social transformation, either as economic
development, greater citizen involvement or lower social
exclusion.

These networks play an extremely important role in the
strengthening of social networks, in any given population access
to the knowledge and work opportunities of the Information
Society, in citizens´ participation in local policy making, in the
generation of better working conditions, and in the creation of
companies with new production and service profiles.

The Global CN congress is the annual meeting of the community
networks from all over the world, as well as of people from
different sectors interested in their promotion.

The II World Congress of Citizen Networks - Global CN 2001- will
take place in Buenos Aires, Argentina, between December 5 and
7, 2001. The event will gather members of the community,
governmental, political, academic, and business sectors involved
in the promotion of these citizen networks, around a clear
theme: "Renewing communities in the Digital Era".

This II World Congress of Citizen Networks, hosted by Buenos
Aires, will gather for the first time in Argentina the efforts of the
major political and economic players of provinces -through CFI,
Consejo Federal de Inversiones / Federal Council of Investments-
, together with the academic and research sector involved in the
main subjects of discussion represented by the Instituto de
Investigaciones Gino Germani / Gino Germani Research Institute,
of the School of Social Sciences of the University of Buenos Aires,
and the main information and communication technology / ICT
companies, represented by CICOMRA, the Chamber of
Information Technology and Communications of the Argentine
Republic. Global CN 2001 is supported by an international
Consultative Committee and an international Executive
Secretariat.
