Human Rights Council: Training seminar for NGOs from the regions

[GENEVA, 1 June 2006] - The Global Training Programme of Geneva for Human Rights (GHR) has launched a series of Training Seminars for NGOs from the regions participating in the Human Rights Council.

From June 2006 to mid-2008, these Seminars shall take place before and during each session of the Human Rights Council. Their aim is to provide NGOs, coalitions and networks from Asia, Africa, Eastern Europe and Latin America with the necessary information and insight, in order to facilitate from the outset their effective participation in the Council.

The first Training Seminar shall take place from 18 to 30 June 2006, on the occasion of the first session of the Human Rights Council. Participants shall receive a specific Course on the new UN priorities, attend the session of the Council and start defining priorities for the regions, which should be introduced on the Council’s agenda. The second Seminar shall take place from 7 to 29 September 2006. 

This Seminar is organised without external funding and is open to NGO delegates from the regions attending the Council. For NGOs with limited funding GHR is willing to consider a substantial reduction for the 500.- Swiss francs registration fees.

  • First week : Course

Sunday 18 June
14.00 - 18.00  Opening of the Course. Structure of the UN system.
14.00 - 18.00  Achievements of the Commission on Human Rights.
19.00 - 21.00  Needs and priorities in the regions.
 
From 18 to 23 June (first week of the Human Rights Council devoted to the high-level segment), the programme of the Course comprises every day 4 hours monitoring of the Council and 4 hours classes. Depending on the Council’s agenda and speakers, the classes shall take place either in the morning or in the afternoon.

09.00 - 13.00   Opening of the 1st session of the Human Rights Council.
14.00 - 16.00   Special procedures of the Commission.
16.00 - 17.00   Standard setting: drafts under examination
17.00 - 18.00   Treaty bodies.           
 
Tuesday 20 June
14.00 - 16.00   UN Reform and human rights.
16.00 - 18.00   The new priorities of the Office of the High Commissioner for HR.
 
Wednesday 21 June
14.00 - 16.00   Rules of procedures of the General Assembly.
16.00 - 18.00   Rules of procedures and working methods of ECOSOC, of the Commission on Human Rights and its mechanisms.
 
Thursday 22 June
14.00 - 18.00   Meeting with diplomats and UN civil servants
 
Friday 23 June
14.00 - 16.00   The mandate to the Human Rights Council.
16.00 - 18.00   Trends in the negotiations on the Human Rights Council.

  • Second week (26-30 June): daily briefings

From 08.30 to 10.00 daily morning sessions to analyse the trends in the Council, to meet with Special Rapporteurs and diplomats and evaluate the proposals of NGOs from the regions. During the day: attending the Human Rights Council.
