• Stakeholders in the fi eld of alternative child care in general

Background
Between 2004 and 2007, SOS Children’s Villages, IFCO and FICE1 developed a set of quality standards for out-of-home child and youth care in Europe: the Quality4Children Standards (Q4C). The standards were launched in 2007 at the European Parliament. Since then, progress in advocacy and implementation has been made in many European countries. The methodological strength when developing these standards was the use of Storytelling, a highly participatory method.

More than 300 people participated in the project by sharing their experiences in out-of-home child care. These stories of children, young people, families of origin, caregivers and social workers from all over Europe formed the basis for the development of the Q4C Standards. During the development process, cross-national teams from all over Europe, analysed and clustered data, and produced and finalised the quality standards.
