تم تأسيس كل من وزارة حقوق الإنسان ومركز حقوق الطفل بموجب مرسوم رئاسي في عام 2005، ولكن لا توجد علاقة رسمية بين الجهتين. لا يعتبر المركز مستقلا عن الحكومة، ولا توجد هناك أي هيئة رسمية مستقلة أخرى،  لمراقبة حالة حقوق الطفل أو تلقي الشكاوى الفردية أو الجماعية من الأطفال فيما يتعلق بانتهاكات حقوق الإنسان
