يوثِّق هذا التقرير، الذي يستند إلى زيارة لتقصي الحقائق استمرت ثلاثة أشهر لشرق ليبيا ولمدينة مصراتة المحاصرة، بدءاً من أواخر فبراير/شباط، انتهاكات خطيرة وواسعة النطاق لحقوق الإنسان ارتكبتها قوات القذافي. ويعرض لأدلة قوية على جرائم حرب، بما في ذلك هجمات متعمدة وعشوائية بالصواريخ والهاونات والمدفعية قتلت وأصابت مئات الأشخاص ممن لا يشاركون في القتال؛ واستخدمت أثناءها أسلحة محظورة دولياً من قبيل القنابل العنقودية والألغام المضادة للأفراد في المناطق السكنية.
