أنشئ المجلس الوطني لحقوق الإنسان، كمؤسسة مصرية لحقوق الإنسان بموجب القانون رقم 94/2003، وذلك وفقا لمبادئ باريس. مع ذلك، فقد أثارت لجنة حقوق الطفل مخاوف من أنه لا توجد هناك وحدة مكرسة خصيصا لرصد وتعزيز حقوق الطفل، وأوصت بأن يتم إنشاء هيئة خاصة يكون لها صلاحية تلقي ومتابعة الشكاوى المتعلقة بانتهاكات حقوق الطفل
